Review of the Territorial Agenda 2030

The Territorial Agenda 2030 is an intergovernmental policy document aiming at ‘reducing inequalities between people and between places’ and ‘ensuring a future for all places and people in Europe’. When adoption the Territorial Agenda in 2020, the responsible ministries called for a stocktaking in 2024 including reviews of the governance system, implementation progress and relevance of the priorities.

Spatial Foresight has been asked for a comprehensive and critical analysis of the governance, implementation and communication efforts of the Territorial Agenda and provide recommendations and advice on how to (a) increase its effectiveness, (b) develop it into a robust, flexible and adequate framework for future actions on territorial cohesion, and (c) to help it making a contribution to a stronger territorial dimension in the Cohesion Policy post 2027.
